The diaphragm which controls the voluntary and involuntary action of the lungs can develop bubbles underneath it. When you inhale, the bubbles cant escape causing a reversal in the direction of the diaphragm thereby causing you to inadvertently draw more air hence the hiccup. Tobacco use tends to cause liquid to form in the plura(lining of the lungs) therefore bubbles form easier which is why you hiccup when you inhale the smoke.
